Chapter 13 Attorney fees are set by the Court, and the Court is presently paying $2500 in Western Kentucky for Chapter 13’s.  These fees come from the payments you make into the plan to creditors but you must make payments to your Chapter 13 attorney until the trustee takes over the payments into the plan.
